I've been in contact with Hildy Langewis of FerretWare and have also been looking into CDFA. I love reading background information about organizations and found the following information about the founder of the CDFA. It sounds to me as if we all have this man to thank for his tireless work in getting us to where we are today, considering his work has made ferrets legal in 5 other states:

William B. Phillips, Esq. is an attorney in private practice in Healdsburg, California. One dark and cold night in late December 1981, a ferret--later to be named Mickey--wandered up on his back porch, was immediately mis-identified as a "blonde mink," and launched an odyssey which has lasted since that time.
Mr. Phillips founded the California Domestic Ferret Association (CDFA) in 1985, and write a regular column in the Weasel Help Monthly (the international publication of the non-defunct the Ferret Unity and Registration Organization, Inc. (FURO)), as well as a regular column in the American Ferret Report, the official publication of the American Ferret Association (AFA).
When, in 1988, the California Department of Health published their infamous propaganda piece, he co-authored with Fara Shimbo, (who is literally the founding mother of all domestic ferret movements in the civilized world), the CDFA 1990 Public Information Manual in response, basing the data upon national surveys he conducted, debunking the Department of Fish & Game's (DFG) anti-ferret claims. To this day these are the most comprehensive studies ever undertaken on the domestic ferret, and serve as the basis for all subsequent legalization efforts in the United States. Since 1984, those efforts have been successful in five states
William negotiated the existing ferret rescue agreement with DFG, and founded FURR, the Ferret Underground Railroad in 1986. Mr. Phillips has assisted in the organization of the Domestic Ferret Association of Canada (DFAC), FURO, the Utah Ferret Association, and numerous other pro-ferret educational and rescue groups. His byline close, "No Surrender! " is, he hopes, the most recognized battle cry in the ferret legalization effort.
William is married to his wife Trudy, who has long since surrendered the family finances and calendar to the salvation of carpet sharks.
